Council may take next step for $1.65M bond

The El Campo City Council will be asked to take the next step in borrowing $1.65 million for capital improvements when they gather Tuesday night.

The resolution of intent to issue Certificates of Obligation won't require a listing of exactly which proposed capital improvements will be paid for with borrowed dollars and which will be covered with fund balance dollars, City Manager John Steelman said Thursday.

Council has been debating a series of projects including a major renovation at the El Campo Civic Center, a police department expansion, new animal control building, new fire truck and repairs to other buildings for an estimated cost of roughly $2.815 million.

To lessen the anticipated tax burden, Steelman recommended $1.25 million of that cost be pulled from the General Fund Fund Balance - a pool of unexpended budget dollars from earlier years.

The $650,000 fire pumper is expected to be delivered in January.

At the El Campo Civic Center, August through October of 2008 has already been blocked out for an estimated $1 million in repairs to be done.

Other anticipated projects include a $500,000 police department expansion and $300,000 animal control building to replace the current facility.

The El Campo City Council meets at 7 p.m. Tuesday in chambers, 315 E. Jackson. The meeting is open to the public with time specifically designated for citizen comments.

Other items before Council include:

  • A public hearing on street paving projects will give citizens a chance to voice concerns on proposed street paving projects.

  • Consideration of janitorial contracts for the El Campo Civic Center and other city buildings.

    Bidder Raul Flores & Sons say they will clean the Civic Center for $42,888 and other city buildings for $12,988. Flores has held the city cleaning contracts for multiple years.

  • A proclamation announcing October as Czech Heritage Month is anticipated at the beginning of the meeting.

  • The City Development Corp. is expected to present their 2007-2008 fiscal year budget for Council consideration.
