ECISD pays architects for recent bids with reservations

Hard feelings left over from a recent board meeting came into play when El Campo ISD trustees were asked to pay architects.

During the board's Feb. 19 meeting, payment for two invoices submitted by RWS Architects were included in the consent agenda - routine items like bills usually voted on in a block instead of individually.

But Trustee David Hodges pulled that item off the consent agenda for more discussion.

RWS submitted a bill for $100,794.24 for work on upcoming science building renovations and a second invoice of $78,225 for the track and turf project at Ricebird Stadium.

Hodges said he felt the second invoice should be negotiated with RWS because, when bids on the turf/ track project came before the board Feb. 8, only one form of the project had been bid out, not the three variations he and fellow trustees LaKeta Jo Dennis, Cecil Davis and Ralph Novosad were expecting.

Hodges moved the board negotiate the bill, but that motion died for lack of a second.

Davis then said he wanted to reiterate what he said when the bids were first received, that he'd expected three sets of proposals: one for track repairs only, one for artificial turf only, and one combining

both projects.

"I know I didn't have a 'senior moment,'" he said, adding that even if he did, he doubted four board members had done so simultaneously. He suggested the board record its meetings to ensure future miscommunications are clearer.

Superintendent Mark Pool has said he felt the board decided at its Nov. 20 meeting to combine the projects to save money, and that other administrators at the Nov. 20 meeting recall events the same way he does.

Pool said during the board's most recent meeting he should have made deciding what kind of bid proposals to seek a formal agenda item, which would've required a board vote.

"I've learned a lesson," he said.

Trustees approved paying RWS for both invoices by a 4-3 vote, with Davis, Hodges and Novosad voting against.
